Hello Fellow Delegates! I am Paula Mascarenhas, and along with Camila Pereira we are here to gladly represent the People's Republic of China.

By creating this topic I am willing to give a brief description on what our resolution is about. As you all must be aware, the world is facing a great deal of casualties in the account of food intoxication. All over the world we have been having 1.8 million people die annually due to food and waterborne diseases. By offering this resolution, we are encouraging, together with the World Health Organization and the International Food Safety Authorities Network, nations to control food production and export in a way such that these diseases can be avoided.

The Delegation of China is willing to give further information on this topic, if requested, and then again, urges the nations to reflect upon the importance of this resolution so that together, we can work towards the achievement of a better world health.

Pakistan is fully in favor of your resolution, since it is obviously important to achieve better health worldwide. food intoxication and waterborne diseases need to be reduced immediately. in what way does China plan to control food production and export so that these diseases can best be avoided?

delegate of pakistan,

the delegate of china is fully satisfied to receive the delegate's support in this resolution, after all, it is for everyone's benefit that this resolution was elaborated! our delegation has found out that the best way to control food production, and to make of its exportation and importation safe, is by creating inspecting agencies, equipped with high technical specialization and scientific knowledge regarding food quality, in order to test the productd as they cross countries borders. if the product if approved after being inspected, they will receive a seal to certify that it is safe and ready for consumption!

the delagate of myanmar is also in favor of the resolution. and it support china in almost every topic, since china is country that is most helping myanmar to created a stronger economy and rebuilt myanmar from the cyclone nargis that hit myanmar in may 2008

Delegation of China,

The delegate of India expresses his support to China's resolution, and this for several reasons: First, India is facing high rate of population (14%) that don't have sustainable access to improved drinking water sources, especially in rural areas. 14% seems a small percentage but the delegate of India recalls that India's population in rural areas is more than 1 billion people.

Secondly, the lack of access of drinking water source to the poor rural Indian population provokes numerous cases of bacterial diarrhea, hepatitis A and E, and typhoid fever: it must ends.

Finally, India is a member of the WHO, and therefore supports any actions and initiatives such as China's to improve the sanitary conditions in the world.

The delegate of India wonders if the delegate of China's plan may be applicable as well in India, which has the second largest population of the world, and which has most of its rural population unable to have improved dinking water.

india,
china's resolution is directed mainly towards solving the problem of importation of infected food. there is not enough attention paid by each country regarding food products they export and import, resulting in death and disease around the world. china wants to avoid such results.
china affirms that all countries will be benifited if this resolution passes.

Afghanistan is glad to see that this year's resolution are directed to environmntal causes and ading undeveloped nations more than ever.

delegate of indonesia,

the delegate of china would like to clarify that this resolution is in fact directed to the world, and, specifically, to all importing and exporting countries. if the resolution is agreed upon, then those countries who do not comply to the terms of conduct, which will be beneficial to the world's health, will receive a penalty, and have to pay a fine.

thank you for the attention, we are looking forward to the approval of this resolution and the improvement of citizen's life conditions!

This is an excerpt from a Letter to the editor in Foreign Affairs, a response to an article that basically argued that China would eventually become part of the liberal, international order, bc it couldn't afford not to. It has some interesting ideas about China's worldview and notions of sovereignty, China and development in Africa, etc.

"China is pursuing a different strategy: forging a route around the West by constructing an alternative international system in the developing world. The norms of China's parallel political order are alien to those of the West that we try to preserve.

There is a lot of wishful thinking but much less evidence to suggest that China is adopting the political norms that Americans believe define the liberal order. Beijing's foreign policies in the developing world, for example, reject the core liberal notion that the international community has the right and the responsibility to protect the individual. China places sovereign state rights above and beyond obligations to individuals or international organizations. In China's world, states deal with one another only in regard to their economic and security objectives. Human rights, domestic governance rules, and other components of the Western liberal order are off the table. What the Chinese offer as their version of an international system is very different from the one the West has come to accept.

Ikenberry suggests that China's deep participation in the international system depends on, and is evidence of, China's willingness to play by the United States' rules. This analysis misses the degree to which the leaders of the Chinese Communist Party have, both domestically and internationally, effectively disaggregated economic and political liberalism. They have successfully orchestrated an economic ascendance that allows China to connect to the international economic order on its own terms. China's sheer economic might, in turn, has rendered the country far less susceptible to the political leverage the West has wielded over its economic partners in the past. Whose rules are really going to be in play when state-owned and state-directed Chinese investment funds bail out U.S.-based privately owned banks?

The weakness of Ikenberry's analysis ultimately lies in the too simple way he asks the starting question: "Will China overthrow the existing order or become a part of it?" Beijing has other choices, and the Chinese are just as smart and energetic as the Americans are. The false dichotomy that Americans see (that China will either challenge or join the Western order) dangerously obscures the degree to which China can and is constructing a world without the West, a world that is surprisingly autonomous from the liberal international order. The dominant academic paradigm -- that rising powers will either challenge or assimilate to the existing order -- will need to be changed to explain the rise of China and its consequences for world politics."
